An eyewitness video shows 28-year-old Venezuelan immigrant Wilber Rafael Garces Perez wounded inside his vehicle after an ICE agent shot him in Austin, Texas, on September 20. Garces Perez was taken to hospital, but his attorney said he was removed from hospital four hours after being shot, with the bullet still lodged in his body, and transported to the South Texas ICE Processing Center in Pearsall for interrogation.
