The FBI and the Australian Federal Police Pledge to Support Cambodian Police in Eradicating Online Scams to the Roots and Agree on Several New Plans!Amidst their busy working schedules in Cambodia, senior representatives of the Australian Federal Police (AFP) and the United States Federal Bureau of Investigation (FBI) held working meetings with His Excellency Keo Vannthan, Secretary of State of the Ministry of Interior. During these meetings, Cambodia received affirmations from both parties regarding their commitment to continue supporting Cambodian law enforcement authorities. These meetings took place on the occasion of Cambodia hosting the International Conference on Combating Online Scams, which recently concluded on 24 September 2026.His Excellency Keo Vannthan stated that Commander Graeme Marshall, Cyber Crime Operations Commander of the Australian Federal Police, announced his welcome to a delegation from the Cambodian Ministry of Interior should they wish to study the Joint Policing Cybercrime Coordination Centre (JPC3). This center serves a role similar to Cambodia's planned establishment of a center against online scams, as announced by the Minister of Interior at the high-level forum of the international conference.Despite these being separate meetings, His Excellency the Secretary of State of the Ministry of Interior noted that both Mr. Stephen Flores, Senior Executive of the Federal Bureau of Investigation (FBI), and Commander Graeme Marshall of the Australian Federal Police mutually agreed on continuing to strengthen cooperation with Cambodia through the timely exchange of information on priority offenses, including online scams and cybercrime. In particular, they agreed to continue providing training to Cambodian National Police officers to strengthen their capacity through the training of core trainers within the country, or by inviting them for direct training in Australia or the United States.Both parties expressed their congratulations to the Cambodian Ministry of Interior on the renewal of the Memorandums of Understanding, as well as the results of joint operations in investigating and cracking down on cryptocurrency scams and online extortion. In the meeting with the FBI, both sides highlighted the results of exchanging IP address information, which led to crackdowns on over 50 scam locations. They also discussed cooperation in tightening measures against the theft and misuse of Cambodian national identity cards for opening bank accounts or purchasing SIM cards. The FBI committed to continuing to provide opportunities for Cambodian National Police officers to receive training at the FBI Academy to further strengthen their capacity.His Excellency Keo Vannthan added, quoting directly, "Overall, we agreed to promote the timely exchange of confidential information on priority offenses such as online scams, cybercrime, drug trafficking, and money laundering. We also agreed on providing capacity-building training courses for Cambodian police to respond to the criminal syndicates' deceptive tactics of fragmenting into small groups to operate within communities, following Cambodia's complete eradication of large-scale scam locations."According to the Ministry of Interior's report, from 1 July 2025 to 28 August 2026, Cambodia cracked down on a total of 832 scam locations (including 86 large-scale locations) and filed 408 case to the court, with 3,477 suspects currently detained. Furthermore, authorities conducted administrative security inspections at over 38,169 locations, deported 22,142 foreigners across 38 nationalities, and froze offense-related assets totaling over 300 million US dollars.H.E. Nearly 5,000 Cambodians and Foreigners Detained While 77 Police Officers Face Severe Disciplinary Action Over Online Scams!As of September 2026, there are 4,834 Cambodians and foreigners involved in online scam cases who have been successively arrested and detained in 23 correctional centers and prisons nationwide. Not only civilians, but 77 national police officers have also been subjected to disciplinary actions by the Ministry of Interior, according to the level of the committed offense. This is according to the remarks by Mr. Touch Sokhak, Deputy Spokesperson of the Ministry of Interior.According to the Deputy Spokesperson, among the nearly 5,000 total detainees, there are 491 Cambodians and 4,343 foreigners from 27 different nationalities. These detainees are clearly divided into 4 categories: 1st, "Charged persons" numbering 4,168, who are individuals formally charged by the prosecutor at the capital and provincial court of the first instance; 2nd, "Accused" persons numbering 441, referring to those currently under the jurisdiction and investigative process; 3rd, "Culprits" numbering 194, who have been tried by a judge in a hearing and sentenced, but the judgment has not yet become a definitive judgment because the individuals still have the right to legally appeal; and 4th, "Convicts" numbering 31, who are individuals subjected to a definitive judgment and are currently serving an imprisonment penalty or paying a fine as determined by the court.Separately, regarding the detention facilities, the Deputy Spokesperson of the Ministry of Interior highlighted that among the 23 prisons and correctional centers nationwide, the top 5 prisons with the highest number of detainees involved in online scams include Svay Rieng Provincial Prison ranking 1st, followed by Preah Sihanouk Provincial Prison, Banteay Meanchey Provincial Prison, Correctional Center 1, and Koh Kong Provincial Prison.Elaborating further on the cases of national police officers subjected to disciplinary sanctions related to online scams, Mr. Touch Sokhak highlighted the strict internal disciplinary measures; wherein for minor or superficial involvement cases, the Ministry implemented disciplinary sanctions in accordance with the 2024 "Prakas on the disciplinary code of the Cambodian National Police," such as a first warning, demotion, temporary suspension of work and salary, and up to removal or termination of position.Separately, for any officers with severe involvement constituting a criminal offense, Mr. Touch Sokhak added that competent authorities have also forwarded the cases to the court to proceed according to the applicable legal procedures without any exception.By Mr. Seng BolinH.E. Following an additional request from the Chinese side to investigate 52 Chinese nationals (including 4 females) involved in online scams, violations of citizens' personal information, and illegal border crossings, Mr. Touch Sokhak confirmed that Cambodian authorities cooperated and located 39 individuals. Among them, 9 had left Cambodia, 13 had no entry records, and 1 was found to hold Cambodian citizenship. Furthermore, authorities successfully rescued 3 Chinese nationals who had been confined to work in online scams and subsequently transferred them to the General Department of Immigration.Separately, regarding a request to investigate 45 Chinese nationals (including 6 females) involved in disputes, online scams, illegal gambling, and other crimes, authorities located 36 individuals.
